Antigua and Barbuda Prime Minister Gaston Browne says he’s concerned about the method used to send the President of the Barbados-based Caribbean Development Bank Dr. Hyginus “Gene” Leon, on administrative leave since January.
The CDB has remained mum on the circumstances surrounding the decision to send the St. Lucian-born economist on administrative leave.
The acting president Isaac Solomon confirmed at a bank news conference earlier this month that “there is an internal administrative process involving the president”.
Prime Minister Browne speaking to reporters at the CARICOM summit in Guyana said a process is taking place but there are concerns about the procedure that led to that process.
He added that at some point the leaders will have to address the issue of the procedures and the fact that subordinates within an institution can literally take disciplinary action against their superior without even consulting with the directors or the governors of the bank.
Prime Minister Browne declared that he believes there is something fundamentally flawed about what transpired and said he has concerns that the whistle-blower process may have been abused.
